Brett Offutt is a nationally recognized authority on the Packers and Stockyards Act (PSA). He brings more than 25 years of experience within the U.S. Department of Agriculture, where he worked on regulatory enforcement, compliance, and policy affecting the livestock and poultry industries.
Brett retired from USDA as Chief Legal Officer for the Packers and Stockyards Division, where he oversaw the legal interpretation and enforcement of federal livestock marketing regulations. In that role, he managed complex enforcement matters, advised agency leadership on national policy interpretations, and worked to ensure the integrity and transparency of livestock markets governed by the Packers and Stockyards Act.
Drawing on this experience, Brett now provides consulting and expert services to attorneys, livestock auction markets, dealers, packers, poultry companies, and industry organizations navigating regulatory compliance, litigation, and policy matters. His work frequently involves evaluating business practices under the Packers and Stockyards Act, identifying compliance risks, and assisting clients in responding to USDA investigations or regulatory issues.
